§ 50-32. Definitions.

  • In the event of any conflict between the definitions set forth below and definitions of the same terms in Chapter 401, Florida Statutes ("F.S.") or Chapter 64J-1 of the Florida Administrative Code (F.A.C.), the F.S. or F.A.C. definition shall prevail.

    (1)

    Advanced Life Support (ALS) means assessment or treatment by a person qualified under this part through the use of techniques such as endotracheal intubation, the administration of drugs or intravenous fluids, telemetry, cardiac monitoring, cardiac defibrillation, and other techniques described in the EMT-Paramedic National Standard Curriculum or the National EMS Education Standards, pursuant to rules of the Florida Department of Health.

    (2)

    Air Ambulance means any fixed wing or rotary wing aircraft used for, or intended to be used for, air transportation of sick or injured persons requiring or likely to require medical attention during transport as may be authorized by federal, state or local laws or regulations, as may be amended from time to time where applicable.

    (3)

    Applicant means the entity seeking a COPCN in order to be licensed to provide EMTS within the County.

    (4)

    Application means the form prepared by the County and completed by the Certificate Applicant with all required documentation and fees.

    (5)

    Basic Life Support (BLS) means treatment of medical emergencies by a qualified person through the use of techniques such as patient assessment, cardiopulmonary resuscitation (CPR), splinting, obstetrical assistance, bandaging, administration of oxygen, application of medical anti-shock trousers, administration of a subcutaneous injection using a premeasured auto injector of epinephrine to a person suffering an anaphylactic reaction, other techniques described in the Emergency Medical Technician Basic Training Course Curriculum of the United States Department of Transportation and such other techniques as may be authorized by federal, state or local laws or regulations, as same may be amended from time to time where applicable.

    (6)

    Board means the Board of County Commissioners of Sarasota County.

    (7)

    Certificate means a Certificate of Public Convenience and Necessity (COPCN) issued in accordance with the provisions of this Ordinance.

    (8)

    Certificate Holder means any person or entity issued a COPCN in accordance with the provisions of this Ordinance.

    (9)

    County means Sarasota County, Florida.

    (10)

    Emergency Medical Transportation Service (EMTS) means the business or service of transporting persons who are sick, injured, handicapped or otherwise incapacitated on the streets, highways, waterways, or airways of Sarasota County.

    (11)

    Emergency Medical Transportation Services Vehicle (EMTSV) means any privately or publicly owned and/or operated vehicle that is designed, constructed, reconstructed, maintained, equipped, or operated for, and is used for, or intended to be used for, land or water transportation of sick or injured persons requiring or likely to require medical attention during transport as may be authorized by federal, state or local laws or regulations, as may be amended from time to time where applicable.

    (12)

    First Responder means any governmental, tax-supported fire and/or rescue entity that renders initial on-scene advanced life support or basic life support medical care to ill or injured persons including the appropriate transportation of such persons.

    (13)

    Person means any natural person(s), firm, partnership, association, corporation or other business entity.

    (14)

    Response Time is defined for:

    (a)

    Scheduled transports: as the interval of time between scheduled or prearranged pickup time and the moment the Certificate Holder's EMTS personnel arrive at the actual location of the pickup.

    (b)

    Unscheduled transports: as the interval of time between receipt of a previously unscheduled request for transport by the Certificate Holder's dispatcher and the moment that EMTS personnel arrive at the actual location of the pickup.

    (c)

    Unscheduled urgent transports: as the interval of time between receipt of a previously unscheduled request for urgent transport by the Certificate Holder's dispatcher and the moment that EMTS personnel arrive at the actual location of the pickup.

    (15)

    Scheduled transport means a transport by an EMTSV in which the client requests a pickup at a specific time or date.

    (16)

    Unscheduled Transport means a transport by an EMTSV in which the transporter is asked to pick up the patient at the earliest available time.

    (17)

    Unscheduled Urgent Transport means a transport by an EMTSV in which the transporter is asked to pick up the patient at the earliest available time and has identified the patient as having a medical condition which requires immediate transport.
