§ 2-312. Authority to reproduce; financing reproductions; device approval; control.

  • All public officials of Sarasota County, and officials of all political subdivisions of the County except cities and towns, shall have the authority to reproduce on a small scale, on film having an acetate base or on other material having equally durable qualities, by photographic, micro-photographic, photostatic, micro-photostatic, or other process, any Records in their official custody, provided:

    (1)

    That the governing authority, such as the Board of County Commissioners, the Board of Public Instruction, or the district trustees of any special district, shall deem it advisable for the purpose of preserving and protecting them, or for the purpose of reducing the space required for filing or storing them, or for any other similar purpose, and shall first authorize the expenditure for the cost thereof from funds under its control, and shall include in its minutes a description in sufficient detail to positively identify the kind of Records and the exact period covered.

    (2)

    That the Board of County Commissioners shall authorize the expenditure from the general revenue fund for the cost of all necessary reproducing equipment, and the cost of reproducing the Records of departments under its control, and also the Records of elective County officials, with the understanding, however, that the said Board may contract with other taxing units to reproduce their Records for a reasonable consideration.

    (3)

    That the device used to reproduce the Records shall be one that accurately and legibly reproduces the content of the original, and all materials used in the reproduction of such Records, and all processes of development, fixation and washing of photographically made small-scale reproductions shall be of a quality not less than that approved for permanent photographic Records by the United States Bureau of Standards. The Board of County Commissioners, with the approval of the Circuit Clerk, shall hire the operator of such reproducing device.

    (4)

    That the reproduction of such Records and Exhibits shall be under the control and direction of the officer who is responsible for their safekeeping and preservation.
