§ 118-42. Telecommunications Tower Ordinance Administrator.

  • (a)

    General. A tower review coordinator shall be designated by the County as the point of contact for telecommunications information and new tower requests on public or private property. The administrator shall provide non-binding code interpretations, coordinate and facilitate applications, and maintains records. In the performance of his or her duties, the Tower Administrator may request the assistance of any appropriate officer or agency of the County.

    (b)

    Qualifications of Telecommunications Tower Ordinance Administrator. The Tower Administrator may be a County employee designated by the County Administrator, or a person under contract with the County who meets the following qualifications.

    (1)

    The individual shall not hold any elective office or be an employee of any municipal government in Sarasota County. The individual or his or her firm may however have other contractual arrangements with any municipality or the County.

    (2)

    Any person contracted to perform this function shall agree in the contract for employment to be bound by the conflicts and ethics rules of Chapter 112, Florida Statutes.

    (c)

    Powers and Duties.

    (1)

    Non-binding Code Interpretations. The Tower Administrator explains performance standards, determines whether an application is needed based upon provisions of the Ordinance, and if so whether all requirements are met for submittal.

    (2)

    Coordinate/Facilitate Applications. The Tower Administrator serves as the point of contact and manager of all phases of the application and review process. Management includes the coordination of communications, scheduling and county staff, related to the application.

    (3)

    Maintenance of Written Records. The Tower Administrator shall maintain written records of all official actions with relation to interpretation and administration of Chapter 118, Telecommunications, Sarasota County Code.
